UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest study of local authorities, UK councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and using savings to manage growing financial challenges.”

Specific Examples of Planned Sales

One local authority in Kent said its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Broader Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase council taxes next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of county councils recently further found council budgets being strained by the increasing figures of young people and adults needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” said the report.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the extent of challenges facing local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and demand,” said a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
