A Caution for Keir Starmer from His Own Past: If You're Not Bold regarding Britain's EU Exit & the EU, His Party Challengers Will Be.

Back in 2018, it took just a short phrase to energize a Labour conference demonstrating the party was falling out of love with Jeremy Corbyn. Although not exactly stirring rhetoric, the phrase were greeted with rapturous applause as delegates rose in spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He was unaccustomed to his addresses having such an effect. All he had said was: "Nobody is ruling out staying in the EU". Context, however, is key.

During that deeply polarized period in 2018, straying from his agreed text in this way was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the pro-European instincts of his party. In just one speech, this seemingly cautious shadow Brexit secretary was transformed – if only for a while – into a political gambler who would stand up for the party's base against the leadership he would later replace.

The Evolution in Position and Settled Issues

In the years since, much has happened, especially for Starmer himself. One of his first acts after taking over in 2020 was declaring the Brexit issue was resolved by the 2019 general election. During the most recent campaign, he consistently stressed unbreakable pledge promises that ruled out re-entry into the European Union or its core structures.

Like his predecessor, his strategy has been to pursue pro-Leave voters in key seats, even if polling evidence suggests many of them have passed away or shifted opinion.

A Lid That Rattles on Europe

Yet, it’s now the prime minister’s turn to face the pressures of being a party leader. While Europe is no longer the boiling pot in UK politics, a lid which was tightly sealed since Brexit is beginning to rattle again.

Both Starmer and Rachel Reeves have intensified their language about the devastation caused by Brexit has caused to the UK’s economy. This serves as an effective tool with which to beat the Reform UK leader, who seldom discusses how leaving the EU was once his singular purpose and remains his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has left Britain with an economy that is significantly diminished compared to EU membership, towers over the micro-mitigation thus far implemented by the government. Starmer’s so-called relationship reset agreed with Brussels in 2024 provides gains quantified in fractions of a percent.

Cabinet Divergence & Ambitious Proposals

Rachel Reeves is among those attempting to bypass long-standing Home Office resistance to an expansive version of a growth-enabling youth mobility scheme by which young people can travel between Britain and Europe for work or study.

David Lammy has pondered publicly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the Treasury select committee, last week supported a Liberal Democrat motion on customs union membership.

Although the Europe minister, the minister in charge of EU policy, now present at all cabinet sessions, maintains the red lines remain unchanged, there are ways these could be bypassed. A proposal would be to declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a fresh mandate.

The Prime Minister's Deep-Seated Scepticism

Yet, Starmer has most recently damping it all down again by warning rejoining a European customs area would “unravel” the trade pacts with the US, which he views as key accomplishments of his government.

It is understood that the PM’s scepticism run even deeper, and is rooted in several key concerns.

  1. First, he believes any customs union agreement is now much harder because his ministers actively diverging from European rules across a range of sectors, like environmental standards.
  2. Second, the exorbitant price set for the UK for entry into a European defense initiative and the ensuing failure in talks has led UK negotiators that European nations are less interested in offering favorable terms with Britain and are more focused on proving that leaving the EU was a mistake.
  3. Thirdly, America's latest security doctrine, praised by Moscow, is seen by key advisors in Number 10 as a reason for the UK to keep its distance from Europe.

A Bizarre Document and Strategic Considerations

This bizarre and terrifying American strategy paper asserts Europe faces “civilizational erasure” due to Muslim migration. It includes only one reference to Britain, placed beside a proposal that Donald Trump’s administration may interfere in our politics to encourage the rise of nationalist movements.

However, instead of concluding that this renders the US an unreliable partner, ministers is worried that aligning closer with Europe could upset the global balance by endangering precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation and The Echo of 2018

All of which returns us to 2018. The PM has consistently stated his speech was not an attempt to become leader but simply an attempt to preserve the “option” of staying in the EU being on the ballot paper. Indeed, in those days, he still supported a “bespoke customs union deal” of the kind he currently seems to reject.

Observers within Downing Street have noticed that Wes Streeting, who just about everyone assumes would stand for the leadership, is among a group of senior ministers signaling they want to go further on Europe.

Staff for the Deputy Prime Minister, another likely contender in a future race for the top job, maintain she won’t discuss her position on a customs union because it would only “fuel unnecessary gossip”.

The Obvious Danger & A Wise Reminder

The danger is obvious. Should the PM reject more meaningful steps towards a close relationship, he allows rivals to claim the territory where the overwhelming majority of the party's supporters reside.

It would be prudent of him to recall the effect that a short phrase had on his career seven years ago. Potential pathways for a big offer on Europe which the PM ought to consider; he should prise them open himself, rather than letting rivals adopt them as their own.
